Basically wherever lacrosse is sanctioned they use Federation rules, where it is not they tend to use NCAA rules. Brief summary... No more jerseys with shoulders one color and the body another or any other fancy designs. Also they are regulating the size and position of numbers. There can be inserts on the sides, I believe I read, as long as their only 3 inches wide. Also you can still have trim, but we all know thats pretty basic. Personally, I think its pretty lame. I love seeing all the unique lacrosse uniforms and generally it gives teams their own idenity. Lovett's had theirs forever, they look good, and I see no problem w/ them, but according to the new rules they can't have that style. I think Lassiter's trim on the side might even be too thick!

Is there any way that GHSA can decide to run under modified federation rules? Id rather run under straight NCAA rules to be honest.

federation governs high school lacrosse with the exception of miaa and a few other privates

Some of the reasons why...
I know the reasons for number regulations are because some of the new fashions have numbers in weird positions (shoulders, lower stomach, high up on chest, lower back, etc.) and numbers are getting smaller. This regulation is meant so refs, officials, and everyone else can clearly see the numbers of all players.
As for the regulation on single color jerseys someone mentioned that it was because a lot of teams are trying to get by only using one jersey. They'll have dark shoulders and a white body and say the dark shoulders mean thats their home jersey, and then they'll turn around and use that jersey for away because its mainly white. Federation rules state that you have to have jerseys for home and away, and I think that's why they're doing it apparently.
Personally I think, if thats the problem, that why not just force all the teams to report to their High School Association giving them proof that they have both home and away jerseys, or if thats too hard just have everyone bring both jerseys to the games and the refs can check to make sure they have both home and away jerseys just like they have stick checks. I know it sounds dumb, but this regulation sounds dumb too.
